Note: Chances are this will be the only post on NewsCut today. I'll be working at the MPR booth at the State Fair today from 9 to 5, pushing the merchandise. Otherwise, back on Tuesday.

1) WHY ISN'T SEXUAL ASSAULT REPORTED?

There's no evidence readily available to suggest that the University of Minnesota Duluth is much different than any other college campus, which is why an eight-month investigation by the school's campus newspaper is particularly troubling.

Even though only three cases of sexual assault have been officially reported, hundreds of women every year said they had been sexually assaulted. That's 1 in 17 students at UMD.

One in five women on the nation's college campus will be sexually assaulted, a study says. And one of the reasons it may not be reported more is that women don't know what to do, according to the Statesman newspaper.

A UMD student said that when she was raped on a Friday in the spring of her sophomore year in 2011, she didn't know what to do.

She said she waited until Monday to call UMD Health Services. She was then informed of forensic and medical testing that is provided at local hospitals free of charge.

By this time she had showered, and crucial evidence had been destroyed.

"Before it happened I did not (know what to do), which is why I did not go get a rape kit or anything," said Stacy, a pseudonym, as the Statesman does not generally identify victims of sexual assault. "I've heard of them, obviously, but I didn't know details."

Stacy isn't alone. Another alleged rape victim interviewed during this investigation, "Marissa" said she didn't know how to report an assault.

"I had absolutely no idea (what to do)," she said. "Who researches this stuff when it hasn't happened to them? Because no one thinks it's going to."

The investigation also found that no student has been disciplined for sexual assault at the school in at least 14 years, and that a rape victim was intimidated out of pursuing charges against the alleged rapist.

The series also includes the story of a male sexual health educator who was drugged and raped.

"I always told people when I was teaching them about sexual health, 'It's not your fault, you didn't ask for this,'" J.D. Holmquist told the reporters. "But then it happened to me and I was like, 'What did I do wrong?' And all of the sudden I was questioning everything I had ever learned."

This is a must-read series.

2) UPSTAGED?

Last night was Mitt Romney's big night, but today the chatter seems to be about Clint Eastwood.

Missed it? Here:

The NPR Morning Edition crew gave it a thumbs down...

The Obama campaign responded to Eastwood via Twitter:

3) RAISING THE PROPOSAL BAR

Nobody just proposes anymore. Every proposal has to be more stupendous than the previous one that also went viral.

David Pogue, the tech writer at the New York Times, made his into a movie trailer...

Pogue's Proposal from david pogue on Vimeo.

Top that, love birds.

4) IN DEFENSE OF NORTH DAKOTA

A New York whippersnapper has riled up the people of North Dakota with her Business Insider article, "Why I'll Never Move to North Dakota," that dismissed NoDak's high ranking in places-to-live surveys.

No one can simply look at employment rates for a state and count on finding a job in their field. North Dakota's economy may be booming, but that's mostly due to its mining and shale industry. I didn't go to journalism school to work on an oil rig. And according to Salary.com, the average reporter in Fargo, N.D. nets only a little more than $31,000 per year.

And there's the flat land, the lack of diversity, and the social scene, she adds for good measure.

"It's Fargo," Sam Benshoof of the Fargo Forum responds in defense of his state, "and it has its own charms and quirks that can't be summed up in lists or data, and can't be understood by those who've never visited."

5) FROM OUT OF THE BLUE

Tonight is the second full moon of the month, making it a "blue moon," in popular lore. But that's a mistake, Bob King of the Duluth News Tribune writes. The term "blue" actually comes from an old definition, meaning "rare." Then it was mistakenly used to mean the second moon of the month on a Public Radio program and that was all it took, he claims, to give it its current meaning.

Bonus I: Cats and Internet videos. Seriously, what's the deal here? (Wired.com) Oh, and here's last night's playlist from the Walker's cat video film festival.

And I'm waiting, looking for a new blue Moon...

(we'll see if I just earwormed anyone :) )

#5 - //According to the Old Farmer?s Almanac, the first full moon of August was the sturgeon and the second, the red moon. It?s a fun coincidence that this month?s red moon is also blue. - pulled from the link to the Duluth News Tribune

Wouldn't it be more prudent to say the coincidence is that this month's blue moon is also red? Considering a red moon would by nature also be blue?

Fun Friday morning read. Thanks, Bob.

#2 - I voted "...was on target." - I believe that the Eastwood speech is the poster child of the Republican Party right now...confused, rambling, contradictorary, old, and white.

CBA Thoughts

I posted something along this train of thought on the boards yesterday and I just wanted to elaborate on it a bit more.

So, Gary Bettman says that teams are losing money and the system has to be fix in order to save teams. Ok, seems like a fair enough reason to lower the cap but I do have few problems with this statement.

My main issue is I?m not sure he is telling the truth about the loses and I don?t think the NHLPA does either, which is why you see them asking for a better explanation. Below is an interview Gary did with Ron Maclean a few years back. Gary clear says,? revenues have gone up for five straight years?.

So, everything was tickity boo in 2010, but two years later the average team is losing nine million dollars? Something doesn?t add up, either Gary was lying back then or he?s lying now. Which is it?

The other thing that caught my attention that didn?t really add up was the Buffalo Sabres spending for this upcoming season. During the last lockout, The Sabres were the poster children as to why the system had to be fixed. The argument was along the line of we have to level the playing field to help the Sabres and the other small market teams.

Fast forward a few years, and under the system that was designed to help keep the Sabres afloat, the Sabres are now planning on spending more than any NHL team. Wait, whaaaat? Add to that, the second highest salaried team is the Minnesota Wild. A team that was cry poor just a few months back.

Now I don?t blame either team or their ownership groups for going out and tossing their money around. In fact, I applaud them for spending what they need to, to have a good team. I also haven?t heard either team cry poor since they have signed their big name players (and they better dam well not).

No my problem isn?t with these teams, my problem is with Gary using the record loses these teams will make this coming year in negotiations. What are the chances that Gary strolls into the boardroom and points out both the Wild and Sabres are looking at taking record loses this coming season.

He?ll bark out, ?See Donald, we have to lower salaries, teams are scheduled to take 20-40 million dollar loses next year. The system has to be cut back.?

To which the NHLPA will reply, ?Ah, talk to your owners. If they don?t understand how to budget, maybe look into getting them lessons on it.?

See, I believe Gary when he says that teams are losing money, but I?m not sure it?s because of the CBA? The problem is the same reason most people run into debt. It?s because certain owners chose to live beyond their means and it hurts all the owners.

If I go buy a house, I don?t whine about the mortgage payment and say it has to be scaled back because it is cutting into my pizza money. No, I make sure the mortgage isn?t too much and I budget accordingly. Owners should be forced to do the same. If they are ok taking a loss, let them take a loss. If they don?t want to take a loss, then don?t spend the money on players.

The best way to resolve this in my opinion has been suggested on these boards many of times. That way is to get rid or lower the cap floor. I would be ok with scaling the cap back as well, but 12 million is simply too difficult for teams to get under in a couple of weeks.

A 58 million cap, under the old rules, means no team can be over 10% of it during the offseason. Seven teams are over that number (63.8 million) right now. Will those teams face any kind of punishment for being over the 10%? And what will that punishment be? Contracts being ripped up? Draft picks?

Secondly, under the old rules, players could not earn more than 20% of team payroll. Right now there are five players that would be over 11.6 million (20%) next year. Do we roll those deals back? And if we do, is it only those deals that get scaled back? I can?t see how it is fair for the Preds to have Weber?s deal rolled back a few million and not give the Lightning some kind of a break on Lecavalier?s deal.

That?s a wrap.

Ian

Analysis: Romney to voters: Trust me on details

TAMPA, Fla. (AP) ? Republicans wrapped up their "trust me" convention Thursday, sending presidential nominee Mitt Romney into the final weeks of a campaign that is long on promises and strikingly short on details.

When his wife, Ann, kicked things off by declaring "you can trust Mitt," she summed up the three-day theme, intentionally or not.

Take it on faith, the message was. Because Romney is not spelling out how he intends to restore fiscal responsibility while cutting taxes, expanding the military and standing by ? for now, at least ? as lawmakers from both parties jealously protect countless government programs.

Allies promised Romney will tell "hard truths" and not duck tough issues. But so far he has specified little about the pain Americans would have to accept to tame deficit spending and cure other ills he blames on President Barack Obama.

Republicans are quick to note that Obama, too, pushes ideas that fall well short of putting the government back on a track to balanced budgets in the foreseeable future, and he has not offered a plan to put entitlement programs like Medicare and Social Security on a sustainable long-term path.

But Obama has gone further than Romney, if for no other reason than presidents submit proposed budgets to Congress. Obama has proposed tax hikes ? mostly on wealthier Americans ? and targeted spending cuts, including a bid to trim Medicare spending by $716 billion over 10 years, in part to finance his health care law.

If Obama glosses over important details at the Democrats' convention next week, he'll open himself to the same tough scrutiny that Romney invited in Tampa.

Curiously, Republican convention speakers cast an even sharper light on Romney's stinginess with eat-your-broccoli details, by painting him as a gutsy politician unafraid to anger voters.

"Mitt Romney will tell us the hard truths we need to hear to end the torrent of debt that is compromising our future and burying our economy," New Jersey Gov. Chris Christie said in the keynote address. "Our problems are big, and the solutions will not be painless."

But who, specifically, will suffer pain, and what kind of pain? Romney has not said.

On Medicare, for instance, he calls for eventually shifting the popular-but-costly program to a voucher-like program, which almost certainly would reduce costs and benefits. But the change wouldn't start for 10 years, and by then Romney would be an ex-president, even if he wins two terms. Meanwhile, details of the benefit changes are impossible to know.

On the spending side, Romney would restore the 10-year, $716 billion in Medicare cuts, or savings, that Obama wants.

A casual TV viewer of the GOP convention might wonder why the party that calls for less government has nominated someone who wants to restore billions of dollars in spending cuts pushed by a Democratic president.

Romney is no more specific about which tax breaks, or "loopholes," he would eliminate so he can reduce tax rates without big drops in revenue. Perhaps the mortgage interest deduction? The charitable gifts deduction? The tax break for employer-provided health insurance?

"I know our Democrat friends would love to have me specify one or two so they could amass the special interests to fight that effort," Romney told Time magazine.

Indeed, such tax breaks have powerful friends with well-paid lobbyists. But so does virtually every government spending program, agency and tax quirk. That's why almost any effort to cut spending or raise revenues faces stiff, sometimes ferocious, resistance in Washington.

Having an electoral mandate helps. But that requires a nominee to campaign on a specific issue, so if he wins, he can tell the naysayers he has the voters' endorsement for change.

On the spending side, Romney promises to cut $500 billion per year by 2016 to bring spending below 20 percent of the U.S. economy. He says he will balance the budget by 2020.

Not only does he provide few specific targets for spending cuts. He also calls for big increases in military spending, along with the restored Medicare money, plus lower income tax rates.

The few specifics Romney offers include repealing Obama's health care law, cutting federal payrolls, weaning Amtrak from subsidies, trimming foreign aid and curbing the Medicaid health care program for the poor and disabled. Those steps would not get him close to his overall goals. But he's offering few other details.

"I'm going to take a lot of departments in Washington, and agencies, and combine them," Romney told Florida campaign donors in April, in remarks overhead by reporters. "Some eliminate, but I'm probably not going to lay out just exactly which ones are going to go," he said. To date, he has stuck to that strategy.

House Republican leaders routinely force the Defense Department to keep spending money on programs and weapons systems it wants to scrap. The GOP-led House recently rejected efforts to trim Pentagon spending on military bands and sponsorships for sports organization such as NASCAR.

If a debt-ridden government can't reduce spending on military musicians, critics say, how can it hope to make much deeper and more painful cuts in programs such as Medicare and Social Security?

Lawmakers defend existing programs, of course, because their constituents ? the American people ? want them, sometimes desperately.

Christie was right to say voters should hear "hard truths" and brace for pain if the nation is to control deficit spending. Of course, voters often reject politicians who peddle such medicine.

In a National Journal poll, three-fourths of Americans said Social Security should not be cut at all, and four-fifths said the same about Medicare.

A CBS News poll found that 45 percent of Americans say they will accept less local government if it means significantly lower taxes. As Romney and other politicians know, however, the appetite for smaller government drops as the debate becomes more specific.

Eighty percent of those polled by CBS said they would not accept fewer firefighters and police officers, for instance.

Sen. John McCain used the word "trust" seven times in his convention speech lauding Romney.

"I trust him to lead us," said McCain, who defeated Romney and others to become the party's 2008 nominee.

Romney, a well-financed candidate who has been running for president for five years, is an attractive alternative for millions of voters ready for change.

As for the sliver of undecided voters wondering exactly what he would do if elected? He asks for their trust.

Zohreh Homel Azimi Real Estate Licence Suspended | Stuff.co.nz

An Auckland real estate agent has had her licence suspended pending the outcome of mortgage fraud charges.

Zohreh Homel Azimi is charged with misconduct under the Real Estate Agents Act for allegedly allowing a fraudulent loan application to be made in her name to KiwiBank to buy a house in New Lynn, west Auckland.

She is also charged with misconduct over her alleged part in a fraudulent mortgage scheme involving four other Auckland properties.

The Real Estate Agents Authority claims that between 2007 and 2011 Azimi listed, sold, re-listed and sold the properties again knowing that she was doing so as part of the fraudulent arrangement.

The properties were in various parts of the city - in Sunnyhills, east Auckland, Paihia Road in One Tree Hill, and two homes next door to each other in Hillsborough Road, Waikowhai.

The Real Estate Agents Disciplinary Tribunal gave notice last month that Azimi faced suspension because of the charges against her.

"We do consider that the evidence before us... discloses serious wrongdoing such that there is a serious risk to the public if Ms Azimi remains able to continue to practice as a real estate agent pending the outcome of the charges," it said.

She had 10 working days to respond but did not do so, and as of yesterday has had her licence suspended for nine months or until the hearing of the charges.

RAWR: Samsung Canada Wins The Internet With This Custom Galaxy S III

rawr-9It all started with a simple Facebook message from a loyal Samsung fan to the company's Canadian Facebook page. "I was just wondering if I could get a free Galaxy S3?" asked Shane. And for good measure the Samsung fanboy included a picture of a dinosaur going rawr. It wasn't a very good drawing but it was cute. And cute counts. Shane himself, age 26, told TechCrunch today he is far from an artist. San Francisco Personal Injury Attorney On Punitive Damages Debate

San Francisco Personal Injury Attorney On Punitive Damages DebateThere is a debate of sorts making it?s way around various legal blogs regarding punitive damages and whether or not their days are numbered.

Punitive damages are damages that are meant to punish wrong-doers or tortfeasors not only in personal injury or product liability cases but in other typs of litigation as well.

The argument began with law professor Jill Weiber Lens and it is contained within an article that she wrote on the U.S. Supreme Court?s opinion in Exxon Shipping v. Baker. Her central thesis is that this opinion is the beginning of the unraveling of punitive damages in this country.

It goes something like this:

  • In the past, punitive damages were designed to punish.
  • Exxon Shipping shifted the focus and basis of punitive damages from punishment to notice ? that is, informing bad actors what the costs of their actions would be (a shift that also attempted to remove the unpredictable aspect of punitive damages from the equation as well).
  • By making this shift, the Court undermined the traditional basis and constitutional justification for punitive damages.
  • Now that the basis for these damages has been undermined, state courts will begin to find such damages unconstitutional.

And since the decision we have seen some states chipping away at punitive damages and even placing limits on them. But there are other jurisdictions, like here in California, where there are no statutory limitations on punitive damages. And similar arguments were made regarding general damages with states, like California, passed caps on noneconomic damages in medical malpractice lawsuits.

In that situation, the fear was that states would go in and cap all noneconomic damages in all cases across the board. And that didn?t happen, or at least hasn?t happened yet.

What we think is more likely is that some jurisdictions will use the basis in Exxon Shipping to continue to chip away at punitive damages in terms of statutory limitations and elevating the standard beyond reach. But this action in these jurisdictions could very well lead to a voter backlash. And we think other jurisdictions will leave well enough alone (the more prudent course).

Police hunt reported lion near Essex seaside resort

Essex police on Monday deployed firearms officers and a helicopter as they launched a lion hunt following reports of a cat-like beast roaming in a field near the seaside resort of Clacton.

"The large cat, believed to be a lion, was seen in fields off Earls Hall Drive in St Oysth, near Clacton, just before 7pm on Sunday," an Essex police spokesman said.

Residents living in the St Osyth area are being advised to stay indoors.

A police spokesman said: "Public safety is our priority which is why we are taking the sighting and all associated evidence seriously.

"We have an increased police presence in the area which will offer reassurance to local residents, motorists and holidaymakers.

"For those who wish to take a walk in the countryside surrounding Clacton, then we would just ask them to be extra vigilant and cautious."

The spokesman added that a member of the public had reported finding a large footprint or pugmark.

He said around a dozen officers were involved in the search.

Roger Lord, of Earls Hall Farm, St Osyth, said a picture of the suspected lion had been taken by residents in caravans on the farm land and passed to police.

"The first thing we knew about it was a phone call from the police last night," he said.

"I am sceptical - I think it might just well be a large domestic cat but they certainly saw something that they were were concerned about and they went down the right route to the police.

Che Kevlin said he heard what he believed to be a roar whilst out walking his dog last night.

"I heard a loud roar at 10pm. It sounded like a lion," he told the BBC.

"It was worrying as we had just been for a walk with the dog. We saw the police helicopter but thought it was just searching for a person.

"It sounded like the roar of a lion. We have a field and wood just behind our fence, so you never know."

How the Apple v. Samsung Outcome Could Change in the Coming Weeks

Jurors delivered a whopping blow to Samsung on Friday in their verdict for Apple v. Samsung -- to the tune of $1.05 billion. But right away, we can expect the court system to tweak some of the jury's findings, possibly by increasing the damages that Samsung owes Apple.

Texas delegates planning a mutiny?

Members of the Texas delegation on Monday. (Goodwin/Yahoo)

TAMPA--On Monday morning, at a meeting of more than 100 Texan delegates and alternates at the Saddlebrook Resort 20 miles north of Tampa, one topic got the crowd more fired up than any other. Delegate Melinda Fredricks read aloud a letter condemning recent changes to the national Republican party's rules that would allow the GOP presidential candidate to veto and replace state delegates.

"Our delegates are in shock that such an amendment even would be presented before the Rules Committee much less passed into rule," Fredricks said. "Please know from the Texas delegation standpoint that the only way a floor fight can be avoided is for this rule to be stricken."

At that point, the entire Texas delegation stood up and applauded.

Texans don't necessarily want to have an ugly floor fight on the same day the party officially nominates Mitt Romney. But they're willing to do it if their concerns about the rule aren't satisfied. The changes, which Mitt Romney's top lawyer put forward last week and Gov. Haley Barbour along with some other Romney supporters have embraced, are seen by opponents as intended to significantly weaken the power of grassroots politics and insurgent candidates such as Ron Paul. Many against the move worry that it would give national candidates the power to replace delegates--often grassroots party faithfuls--with big-time donors or friends.

"We truly consider that an infringement on our rights," Fredricks, a member of the rules committee, told Yahoo News of the changes. Today, states generally choose their delegates at state conventions, and then those individuals travel to the national convention to cast their vote for a candidate based on the share the candidate won of the primary or caucus vote of each state. But, the changes could allow a candidate such as Mitt Romney to boot out any delegates who are assigned to vote for him and replace them.

While opposition to the rules began with Ron Paul supporters, it has spread to the entire Texas delegation and significant portions of those from South Carolina, Colorado, Virginia and Louisiana too. Mitt Romney's campaign lawyer Ben Ginsberg proposed the rule last week, but even some Romney supporters are staunchly opposed to the changes. Indiana delegate and Romney supporter James Bopp wrote in an email to RNC members that it's "the biggest power grab in the history of the Republican Party." Fredricks, a Romney supporter, says only 30 people of the more than 300 Texan alternates and delegates support Ron Paul, yet the delegation is "united" in its opposition to the rule.

At 2pm on Tuesday, the Rules Committee members will debate whether the new rule should be struck down. Fredericks thinks she has the 29 members necessary to start a debate about the change, and is hopeful she can resolve the issue before the committee adjourns and joins the larger convention floor.

"We like to fight behind closed doors...Most of us are reluctant to do a floor flight," Fredricks said.

RNC Chairman Reince Priebus told Salon Monday?that he does not expect a floor fight, though he did not explain why.

Paulites are among the staunchest opponents of the new rule. It would prevent insurgent candidates such as Paul from raking up delegate votes in caucus states where party conventions instead of the statewide vote determine how many delegates are awarded. ABC's Chris Good points out that Paul would not have won a plurality of delegates in four states if this rule had been in effect during this primary.

Paul supporter Karen Skrill, an alternate delegate from Vermont, said she and her husband Stewart, a delegate, are upset about the changed rules.

"If this is how it's going to be, I don't want to be a Republican," Skrill told Yahoo News in a discussion on the floor Monday. The Skrills are retired farmers.

"Texas in general doesn't believe the national level should be picking delegates," added Jon Burgin, an alternate delegate from San Antonio who supports Paul. "It's pretty egregious."

Summer weather could mean fall colors pop in Northeast U.S.

ScienceDaily (Aug. 27, 2012) ? The summer's dry weather, combined with recent cool nights, could combine for a colorful fall foliage season in the Northeast, U.S..

"Right now, without knowing what's going to happen in the middle of October when the fall colors start to peak regionally, it looks like it's going to be a good year for fall colors," said Dr. Donald J. Leopold, a dendrologist and Distinguished Teaching Professor at the SUNY College of Environmental Science and Forestry.

Fall colors depend largely on weather conditions that occur closer to the peak foliage season, Leopold noted, but early indications are that 2012 could feature a bright fall.

A combination of factors affect fall color, including the amount of rainfall a region receives, the number of sunny days and nighttime temperatures, with cooler temperatures boosting colors. Recent lows in Central New York, where ESF is located, have dipped into the 50s.

Although homeowners might see the plants in their landscaping, particularly trees that were planted recently, suffer effects of the regional drought this summer, Leopold said plants in natural settings are less likely to be affected by dry weather.

PST: Timbers offer managerial job to Porter

This would be fascinating news, because Caleb Porter has been one of the bright young coaching minds for a few years now.

Porter was working magic with unfancied University of Akron when offered the D.C. United position in December of 2009. He didn?t sense a good scene around RFK ? and that was surely the right call.

Curt Onalfo got the position, but DCU management became impatient; he lasted just more than eight months.

Porter was named U.S. under-23 coach later and charged with getting the young Americans into the 2012 Summer Olympics. That, as we know, didn?t work out. It was tough on Porter, no doubt.

Now comes news, first reported by The Oregonian, that Porter has been offered the Portland Timbers coaching position.

Good news for Timbers? fans?

I think so. The Olympic failure was undoubtedly a setback for the entire U.S. development initiative. It might have even been a little too much, too soon for Porter, who is just 37.

But he?s a wiser man and better coach for it. And you simply cannot discount what the man has done at Akron, a national power that has become one of the most reliable producers of top pro talent.

Zimbabwe conservationists: wildlife threatened

HARARE, Zimbabwe (AP) ? Tens of thousands of wild animals face annihilation in a wave of land takeovers in southeastern Zimbabwe by politicians of President Robert Mugabe's party, a consortium of wildlife ranchers charged Sunday.

The Save Valley Conservancy said thousands of people's livelihoods also are threatened in the 1,000 square mile (2,600 square kilometer) nature preserve and surrounding districts after hunting permits and land leases were granted to 25 leaders of the ZANU-PF party under a black empowerment program.

In Sunday newspaper advertisements, the consortium said "greedy individuals" ? including a provincial governor and a Cabinet minister ? wrongly claimed it was white dominated. The conservancy said Mugabe had used color as "a racial tool" to collapse world-renowned conservation efforts for short-term gain.

"When humans behave like animals, we destroy not only each other but generations to come," the group said.

The advertisements, the most strongly worded statements in the dispute so far, said politicians "want to destroy agreements and policies that have made Save the world leader in conservation management."

Save, pronounced Sa-veh in the local Ndebele language, is a habitat for elephant, zebra, giraffe, as well as the nation's second largest surviving population of endangered black rhinoceros. The area also supports an array of African antelope and most species of birds and small animals.

"We as humans can help stop using color as a racial tool to destroy the very people who are working for our common good," said the advertisements, under the heading: Animals don't see in color.

Several Western investors, the World Wildlife Fund and conservation groups in Europe and the United States have funded breeding and animal research programs in Save.

European Union officials in Zimbabwe have warned the Save land takeovers put at risk bilateral agreements on conservation between Zimbabwe and European countries ahead of the U.N. World Tourism Organization summit scheduled in the northwestern Zimbabwean resort of Victoria Falls next year.

The state Herald newspaper, controlled by Mugabe loyalists, reported Saturday that the new conservancy members linked to Mugabe's party fired the consortium's longtime chairman Basil Nyabdaza, an agricultural estates executive, and his deputy, rancher Willy Pabst.

A Mugabe party lawmaker was chosen to replace Nyabadza, the paper reported.

It also reported that Tourism Minister Walter Mzembi, seen as a moderate in Mugabe's party, said he was opposed to new conservancy members from the ZANU-PF party hierarchy in the southern Masvingo province being "imposed" on the existing grouping of conservation enterprises and small-scale ranch operators.

Mzembi said many of those party officials had already benefited from black empowerment programs since the often violent seizures of thousands of commercial farms began in 2000, The Herald reported.

Romney's convention: Big storm, rape controversy

TAMPA, Fla. (AP) ? His Republican National Convention curtailed by a threatened hurricane, Mitt Romney conceded Sunday that fresh controversy over rape and abortion is harming his party and he accused Democrats of trying to exploit it for political gain.

"It really is sad, isn't it, with all the issues that America faces, for the Obama campaign to continue to stoop to such a low level," said Romney, struggling to sharpen the presidential election focus instead on a weak economy and 8.3 percent national unemployment.

His comments came as aides and party officials hurriedly rewrote the script for the convention, cut from four days to three because of the threat posed by approaching Tropical Storm Isaac. The storm is forecast to gain hurricane strength as it churns through the Gulf of Mexico but to pass well west of the convention city.

The revised schedule included a symbolic 10-minute session on Monday in a nearly empty hall, during which officials intend to launch a debt clock set to zero. The political objective is to show how much the government borrows throughout the convention week.

Officials did not rule out further changes because of the weather, and sidestepped when asked what might happen if, as seemed possible, the storm made landfall in the New Orleans area on the seventh anniversary of Hurricane Katrina. That storm killed 1,800 people and devastated the city.

"We're 100 percent full steam ahead on Tuesday," said Reince Priebus, chairman of the Republican National Committee, expressing confidence the one-day delay would be the extent of the cancellations.

Despite concerns about the weather, a mammoth pre-convention celebration went on as planned Sunday night, attended by thousands of delegates and others who flocked to the Rays major league baseball stadium turned into a party venue in nearby St. Petersburg.

Priebus said Romney's nomination would take place on Tuesday, as would approval of a conservative party platform.

The former Massachusetts governor delivers his acceptance speech Thursday night before a prime time TV audience, then sets out on the final leg of a quest for the presidency that spans two campaigns and more than five years.

Polls make the race a close one, with a modest advantage for President Barack Obama.

For all the Republican attempts to make the election a referendum on the incumbent's handling of the economy, other events have intervened.

An incendiary comment more than a week ago by Rep. Todd Akin, the party's candidate for a Senate seat in Missouri, is among the intrusions. In an interview, he said a woman's body has a way of preventing pregnancy in the case of a "legitimate rape." The claim is unsupported by medical evidence, and the congressman quickly apologized.

Romney and other party officials, recognizing a political threat, unsuccessfully sought to persuade Akin to quit the race. Democrats have latched onto the controversy, noting not only what Akin said but also his opposition to abortion in all cases.

"Now, Akin's choice of words isn't the real issue here. The real issue is a Republican Party ? led by Mitt Romney and Paul Ryan ? whose policies on women and their health are dangerously wrong," said a recent letter from Debbie Wasserman Schultz, the chairwoman of the Democratic Party.

The party also posted a Web video that emphasizes the Republican Party's opposition to abortion and digitally alters the Republicans' "Romney-Ryan" logo to say "Romney Ryan Akin."

Interviewed on Fox, his comments broadcast on Sunday, Romney said the controversy over Akin "hurts our party and I think is damaging to women."

Romney spent the day in New Hampshire where he has a summer home. Aides said he was spending part of his afternoon practicing his convention speech with the use of a teleprompter.

Delegates marked time as the storm raked the Florida Keys to the south of the convention city en route to a projected landfall along the Gulf Coast.

"Somebody raised the prospect of marathon Monopoly. I favor the game Risk, but we'll see," said Tom Del Beccaro, chairman of the California delegation. I think people will just be ready for Tuesday and be pretty energetic then."

Hundreds of miles away, Romney said he was concerned for the safety of those who "are going to be affected" by the storm, which is predicted to worsen into a hurricane as it heads for landfall along the Gulf Coast.

In a presidential race defined by its closeness, Republican office-holders past and present said the party must find a way to appeal to women and Hispanics, and they said the economy was the way to do it.

"We have to point out that the unemployment rate among young women is now 16 percent, that the unemployment rate among Hispanics is very high, that jobs and the economy are more important, perhaps, than maybe other issues," said Arizona Sen. John McCain, who lost to Obama in 2008.

Former Florida Gov. Jeb Bush agreed, saying that Romney "can make inroads if he focuses on how do we create a climate of job creation and economic growth." If he succeeds, "I think people will move back towards the Republican side," Bush added.

Obama leads Romney among women voters and by an overwhelming margin among Hispanics, but he trails substantially among men.

The result is a race that is unpredictably close, to be settled in a small number of battleground states.

An estimated $500 million has been spent on television commercials so far by the two candidates, their parties and supporting outside groups, nearly all of it in Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada. Those states account for 100 electoral votes out of the 270 needed to win the White House.

Republicans have made no secret that they are eager to expand the electoral map to include Pennsylvania, Michigan, perhaps running mate Paul Ryan's Wisconsin and even Minnesota, states with 68 electoral votes combined.

All four are usually reliably Democratic in presidential campaigns. Yet Romney has a financial advantage over the president, according to the most recent fundraising reports, and a move by the Republicans into any of them could force Obama to dip into his own campaign treasury in regions he has considered relatively safe.

Making his case for the support of female voters, Romney said in the Fox interview: "'Look, I'm the guy that was able to get health care for all of the women and men in my state. ... 'I'm very proud of what we did."

It was a rare voluntary reference to the legislation he signed as governor of Massachusetts that required the state's residents to purchase coverage, the sort of mandate that is at the heart of Obama's federal legislation that conservatives oppose and Romney has vowed to see repealed.

Romney added that the state law was put into place "without cutting Medicare, which obviously affects a lot of women."

That was a reference to the federal law, which cut more than $700 billion in projected Medicare costs to help provide health care to millions who could not otherwise afford it.

Medicare generally favors Democrats as a political issue, but Romney has aggressively sought to cut into that advantage. He released a new television ad criticizing Obama's handling of the program with a catchphrase of "It ain't right."

The streets around the convention hall were crowded with police, National Guard and other security officials, who manned checkpoints in squads rather than individually.

A few hundred protesters gathered in a park about a half-mile from the convention vowed to make their point regardless of Tropical Storm Isaac. They set out large blocks of ice spelling out the words "middle class," and left them to melt on a warm, humid day, a gesture meant to signify middle class disappearance in a tough economy.

Bush and McCain were interviewed on NBC, and Priebus spoke on CNN.

D-backs trade Saunders to Orioles for Lindstrom

(AP) ? Eager to bolster an inexperienced pitching staff during their first playoff run since 1997, the Baltimore Orioles obtained left-hander Joe Saunders on Sunday in a trade with the Arizona Diamondbacks.

Baltimore gave Arizona right-handed reliever Matt Lindstrom and cash considerations or a player to be named later.

Saunders, who was scheduled to start Sunday against San Diego, was 6-10 with a 4.22 ERA in 21 starts with Arizona this season. He won 12 games last season while helping the Diamondbacks win their first NL West title since 2007.

Baltimore began the day tied for the second American League wild-card spot with Oakland and in third place in the AL East, only four games behind the division-leading New York Yankees.

"I like our ballclub's chances," said Dan Duquette, the Orioles vice president of baseball operations. "There's an old saying: If you're going in the right direction, keep walking. So the addition of Joe Saunders gives us a chance to keep walking in the right direction. And I think it gives us better balance against the left-handed lineups that we're going to be facing."

Saunders was born in nearby northern Virginia, played high school ball in Virginia and pitched at Virginia Tech before being drafted in the first round of the 2002 draft by the Los Angeles Angels.

"We've liked Joe Saunders for quite a while," Duquette said. "We had some discussions with him in the offseason. He's a local kid and a professional left-handed pitcher. He's won more than he's lost in the big leagues, he's pitched in the American League, he's pitched in the playoffs. He's pitched in a tough ballpark in Arizona."

The Orioles have only one left-hander in the bullpen and a rotation that includes rookies Miguel Gonzalez, Wei-Yin Chen and Steve Johnson.

"We just liked his experience, which I think compliments our starting rotation," Duquette said of Saunders. "And I also like the fact he's left-handed."

Saunders, 31, has pitched for the Angels and Diamondbacks since launching his big league career in 2005.

"I just like this addition of veteran left-handed depth to our staff," Duquette said. "It helps solidify the starting rotation while we're waiting for (injured) Jason Hammel to return. Then, if Jason Hammel does return, it gives us another good left-handed option because Joe Saunders is very good left-on-left. While we're waiting for (left-handed reliever Troy) Patton to come back, if we have several starters doing well, Joe gives us more depth and experience to our pitching staff."

Lindstrom went 1-0 with a 2.72 ERA in 34 appearances with the Orioles this season. He has held right-handers to a .207 average and scoreless in 10 of his past 11 outings.

Lindstrom has played six major league seasons with Miami, Houston, Colorado and Baltimore.

"He's another right-handed power arm. He's got some experience here in the West as well. We're pretty familiar with him, and you can see we like power arms in our bullpen, so he'll be a good addition," Arizona manager Kirk Gibson said.

Duquette believed Saunders would be more valuable to the Orioles than Lindstrom at this point in the season.

"Matt Lindstrom did a nice job for us. He contributed to the bullpen," Duquette said. "I just think the left-handed addition to our starting rotation and the capability to get more innings at a high level was better for the team at this stage of the season. And who knows? Joe Saunders is a local kid. Maybe he's with us beyond this year. That's something we can take a look at. It certainly strengthens us now."

To fill Lindstrom's place on the 25-man roster, the Orioles recalled right-hander Jake Arrieta from Triple-A Norfolk. Arrieta, Baltimore's opening day starter, went 3-9 with a 6.13 ERA in 18 starts with the Orioles before being optioned to Norfolk on July 5.

The Diamondbacks had talked about going to a six-man rotation so they could keep rookie Tyler Skaggs in the big leagues, but went in a different direction. With Saunders gone, Skaggs has his spot.

Arizona general manager Kevin Towers said the trade had a lot to do with the team's young pitching. Skaggs, Patrick Corbin and Wade Miley are all rookies, while Trevor Cahill and Ian Kennedy are the only ones left from the opening day rotation.

Study reveals human drive for fair play

ScienceDaily (Aug. 23, 2012) ? People will reject an offer of water, even when they are severely thirsty, if they perceive the offer to be unfair, according to a new study funded by the Wellcome Trust. The findings have important implications for understanding how humans make decisions that must balance fairness and self-interest.

It's been known for some time that when humans bargain for money they have a tendency to reject unfair offers, preferring to let both parties walk away with nothing rather than accept a low offer in the knowledge that their counterpart is taking home more cash.

In contrast, when bargaining for food, our closes relatives chimpanzees will almost always accept an offer regardless of any subjective idea of 'fairness'.

Researchers at the Wellcome Trust Centre for Neuroimaging at UCL wanted to see whether humans would similarly accept unfair offers if they were bargaining for a basic physiological need, such as food, water or sex.

The team recruited 21 healthy participants and made 11 of them thirsty by drip-feeding them a salty solution, whilst the remainder received an isotonic solution that had a much smaller effect on their level of thirst. To obtain an objective measure of each individual's need for water, the team measured the salt concentration in their blood. The participants' subjective perception of how thirsty they were was assessed using a simple rating scale.

The participants then separately took part in an ultimatum game. They were given instructions that two of them had been randomly selected to play a game to decide the split of a 500ml bottle of water that could be consumed immediately. One of them would play the part of 'Proposer' and decide how the bottle should be split. The other would be a 'Responder' who could either accept the split and so drink the water offered to them, or reject the split so that both parties would get nothing. The participants knew that they would have to wait a full hour after the end of the game before they would have access to water.

In reality, all of the participants played the part of the Responder. They were presented with two glasses of water with a highly unequal offer that they were told was from the Proposer: the glass offered to them contained 62.5ml, an eighth of the original bottle of water, and the other contained the remaining seven eighths that the Proposer wanted to keep for themselves. They had fifteen seconds to decide whether to accept or reject the offer.

The team found that, unlike chimpanzees, the human participants tended to reject the highly unequal offer, and here that was the case even if they were severely thirsty. The participants' choices were not influenced by how thirsty they actually were, as measured objectively from the blood sample. However, they were more likely to accept the offer if they subjectively felt that they were thirsty.

Dr Nick Wright, who led the study, explains: "Whether or not fairness is a uniquely human motivation has been a source of controversy. These findings show that humans, unlike even our closest relatives chimpanzees, reject an unfair offer of a primary reward like food or water -- and will do that even when severely thirsty. However, we also show this fairness motivation is traded-off against self-interest, and that this self-interest is not determined by how their objective need for water but instead by their subjective perception of thirst. These findings are interesting for understanding how subjective feelings of fairness and self-interested need impact on everyday decisions, for example in the labour market."
