[VIDEO] Meet the Puerto Rican banjo player in Philadelphia?s New Year?s Day Parade

Every New Year?s Day for the past decade, Carl Sanchez has been strumming his banjo in the 113-year-old Mummer?s Parade ? a tradition in which 10,000 men and women dressed in bright, colorful costumes march and twirl for two miles up one of Philadelphia?s main streets.

The term ?Mummer? is German and means ?to costume or masquerade.? In the 1600s, Swedish settlers to Philadelphia?s outskirts celebrated Christmas by asking their neighbors for dessert and liquor by dressing up, and chanting and shooting firearms. The party eventually moved to New Year?s Day and evolved into a series of neighborhood parades. As more immigrants moved to the area, each group added their own cultural flair to the local customs. In 1901, the tradition of the first recognized and judged Mummers Parade began.

?It?s a unique parade,? says Sanchez, 45, who travels from New Jersey to Philadelphia every year. ?There?s nothing else like this in the U.S. It?s steeped in the tradition of Philadelphia?A whole year?s worth of work all for one day ? it?s really something special.?

Sanchez is one of the only Latinos in the parade. Although his dad was born in Puerto Rico, he is a part of the 64-member Polish-American String Band ? a band that has been performing in the Mummer?s Parade for the past 80 years, and has won 11 first place prizes within that time.

?I am one of the few Latinos in the Parade,? says Sanchez, who recently found out that a friend of his father?s son from Puerto Rico also plays in one of the string bands of the parade. ?It?s a strange coincidence.?

Although Sanchez grew up in New Jersey, he says he feels a bond to Philadelphia because that?s where his parents lived when they first got married in the 1950?s, and it is the city where his wife is from.

He?also enjoys?the?fact that?even though?he plays in a Polish-American band, due to his father-in-law recruiting him, every year they have a different theme. This year, it?will be Brazilian.

?I?ll be in a?Carmen Miranda suit ? lots of sequins and feathers like a Rio celebration,? says Sanchez, excitedly. ?We?re going to make it just like that on New Year?s Day.?

KABUL, Afghanistan (AP) ? Violence in Afghanistan fell in 2012, but more Afghan troops and police who now shoulder most of the combat were killed, according to statistics compiled by The Associated Press.

At the same time, insider killings by uniformed Afghans against their foreign allies rose dramatically, eroding confidence between the two sides at a crucial turning point in the war and when NATO troops and Afghan counterparts are in more intimate contact.

"The overall situation is improving," said a NATO spokesman, U.S. Air Force Lt. Col. Lester T. Carroll. He singled out Afghan special forces as "surgically removing insurgent leaders from the battle space."

Gen. Mohammad Zahir Azimi, spokesman for the Afghan Ministry of Defense, said Afghan forces were now charged with 80 percent of security missions and were less equipped to face the most lethal weapon of the militants ? roadside bombs.

"Our forces are out there in the battlefields and combat areas more than at any other time in the past," he said, citing reasons for the spike in casualties.

U.S. troop deaths, overall NATO fatalities and Afghan civilian deaths all dropped as insurgent attacks fell off in their traditional strongholds in the country's south and east. However, insurgent activity was up in the north and west, where the Taliban and other groups have been less active in the past, and overall levels of violence were higher than before a U.S. troop surge more than two years ago.

U.S. troop deaths declined overall from 404 last year to 295 as of Saturday. The Defense Department says 1,701 U.S. troops have been killed in action in Afghanistan since the U.S. invasion in 2001 until Dec. 26. Of those, 338 died from non-hostile causes. Some 18,154 were wounded.

A total of 394 foreign troops, including the Americans, were killed in 2012, down from 543 in 2011. The British, with the second-largest military presence, had 43 killed ? the second-highest toll among countries with forces in Afghanistan, by AP's count.

The AP keeps daily tallies of casualties and violent incidents across Afghanistan based on reports from NATO and Afghan officials. Most cannot be independently verified, and other incidents may never come to light. The statistics sometimes vary from official counts because of time lags, different criteria and other reasons.

Deaths from so-called insider attacks ? Afghan police and troops killing foreign allies ? surged to 61 in 45 attacks last year compared with 2011, when 35 coalition troops were killed in 21 attacks.

The number, provided by the NATO command, does not include the Dec. 24 killing of an American civilian adviser by a female member of the Afghan police because the investigation is ongoing.

The focus of NATO's mission has largely veered from the battlefield to training the Afghans ahead of a pullout of most troops by 2014. The U.S plans to maintain a residual force, the size of which is now being determined.

A NATO report that tracks violence in the country showed a rise this year compared with the period before the surge of U.S. troops into the country. But the levels were down from last year and a peak in the summer of 2010. Kabul and the country's second-largest city, Kandahar, saw a considerable drop in lethal attacks, but districts in Kandahar province remain among the most restive in Afghanistan.

Militant attacks, the report said, decreased countrywide by 7 percent through November compared with the same 11-month period last year. But they were up in the northern and western parts of the country, which previously had been among the most peaceful regions.

Although NATO officials frequently credit Afghan troops with successful unilateral operations, a recent U.S. congressional report noted that higher-level Afghan units still need vital air, logistics and other support from foreign forces.

More Afghan police and soldiers are dying in the conflict, according to numbers provided by the interior and defense ministries.

More than 1,050 Afghan troops died this year, substantially higher than last year, although the ministry could not provide the exact 2011 death toll.

Nearly 1,400 police died in the 10 months from March 21 to the end of the year, compared with about the same number for the 12 months beginning March 21, 2011. The Afghan government follows a calendar year starting March 21.

NATO says Afghan security forces have grown from 132,000 in March 2011 to 333,000 this month.

The AP tally showed that at least 822 Afghan civilians had been killed by the Taliban and other militants this year while another 119 died in NATO airstrikes and other operations. That was a decrease from last year, when 1,151 were killed by insurgents and 283 by NATO. Substantially smaller numbers perish when caught in crossfires.

The United Nations reported different casualty figures but also noted that civilian deaths had decreased, reversing a five-year trend of mounting civilian deaths. Its latest report says that during the first six months of the year, 1,145 civilians died in conflict-related violence, compared with 1,510 in the same period of 2011. The U.N. considers insurgent land mines and roadside bombs to be particularly deadly for civilians.

Close to 3,000 militants were reported to have been killed by coalition and Afghan forces this year, compared with more than 3,500 last year. The NATO command does not issue reports on the number of insurgents its troops have killed, and Afghan military figures, from which the AP compiles its data, cannot be independently verified.

Costa Phillippou gets big win as Tim Boetsch deals with rough night at UFC 155

Costa Philippou wasn't even supposed to be fighting at UFC 155. It was supposed to be Chris Weidman, Philippou's teammate, taking on Tim Boetsch. It was supposed to be a fight that decided a potential contender for Anderson Silva's bout. But in MMA, things don't always work out like they are supposed to, and Philippou walked away with a win at UFC 155.

Philippou stepped in to fight Boetsch after Weidman was injured in training camp. Boetsch took an early lead with clinch work and takedowns in the first round, but between rounds he talked about an injury that was bothering him. It got worse for Boetsch in the second round, as a large cut opened in his forehead and he was poked in the eye.

With his eye swelling and blood covering his face, Boetsch tried to deal with Philippou's striking. Boetsch attempted takedowns, but couldn't hold off Philippou, who finished the fight at 2:11 in the third round.

After the fight, Philippou sent this tweet that said it all.

Though he's now 12-2 and has five straight wins in the UFC, Philippou has flown under the radar among middleweights. It will be hard to ignore him after he took advantage of this opportunity at UFC 155.

2 firefighters die in ambush at blazing NY house

WEBSTER, N.Y. (AP) ? A gunman ambushed four volunteer firefighters responding to an intense pre-dawn house fire Monday morning outside Rochester, N.Y., killing two and ending up dead himself, authorities said. Police used an armored vehicle to evacuate more than 30 nearby residents.

The gunman fired at the firefighters when they arrived shortly after 5:30 a.m. at the blaze near the Lake Ontario shore in Webster, town Police Chief Gerald Pickering said. The first Webster police officer who arrived chased the suspect and exchanged gunfire with him, authorities said.

"It does appear it was a trap" for the first responders to the fire, Pickering said at a news conference.

Authorities didn't say how the gunman died or whether anyone might have died in the fire itself.

One of the dead firefighters was also a town police lieutenant; it wasn't clear whether he returned fire. An off-duty police officer who was driving by was injured by shrapnel, Pickering said.

"These people get up in the middle of the night to go put out fires; they don't expect to be shot and killed," Pickering said.

The fire started in one home and spread to two others and a car, officials said. The gunfire initially kept firefighters from battling the blazes. Police say four homes were destroyed and four damaged.

The West Webster Fire District learned of the fire early Monday after a report of a car and house on fire on Lake Road, on a narrow peninsula where Irondequoit Bay meets Lake Ontario, Monroe County Sheriff Patrick O'Flynn said.

The fire appeared from a distance as a pulsating ball of flame glowing against the early morning sky, flames licking into treetops and reflecting on the water, with huge bursts of smoke billowing away in a brisk wind.

Two of the firefighters arrived on a fire engine and two in their own vehicles, Pickering said. After the gunman fired, one of the wounded men managed to flee, but the other three couldn't because of flying gunfire.

A police armored vehicle was used to recover two of the men, and eventually it evacuated 33 people from nearby homes, the police chief said.

The dead men were identified as Police Lt. Michael Chiapperini, 43, the Webster Police Department's public information officer; and Tomasz Kaczowka, also a 911 dispatcher, whose age was not released.

Pickering described Chiapperini as a "lifetime firefighter" with nearly 20 years with the department, and called Kaczowka a "tremendous young man."

The two wounded firefighters, Joseph Hofsetter and Theodore Scardino, were in guarded condition in the intensive care unit at Strong Memorial Hospital, authorities said. Both were awake and alert and are expected to recover.

Hofsetter, also a full-timer with the Rochester Fire Department, was hit once in the pelvis, and the bullet lodged in his spine, authorities said. Scardino was hit in the chest and knee.

Monday's shooting and fires were in a neighborhood of seasonal and year-round homes set close together across the road from the lakeshore. The area is popular with recreational boaters but is normally quiet this time of year.

"We have very few calls for service in that location," Pickering said. "Webster is a tremendous community. We are a safe community, and to have a tragedy befall us like this is just horrendous."

O'Flynn lamented the violence, which comes on the heels of other shootings including the massacre of 20 students and six adults at Sandy Hook Elementary School in Newtown, Conn.

"It's sad to see that that this is becoming more commonplace in communities across the nation," O'Flynn said.

Gov. Andrew Cuomo said the State Police and Office of Emergency Management were working with local authorities.

"Volunteer firefighters and police officers were injured and two were taken from us as they once again answered the call of duty," Cuomo said in a statement. "We as the community of New York mourn their loss as now two more families must spend the holidays without their loved ones."

Webster, a middle-class suburb, now is the scene of violence linked to house fires for two Decembers in a row.

Last Dec. 7, authorities say, a 15-year-old boy doused his home with gasoline and set it ablaze, killing his father and two brothers, 16 and 12. His mother and 13-year-old sister escaped with injuries. He is being prosecuted as an adult.

January aside, higher taxes loom

Workers probably won't feel the full brunt of next year's tax increases in their January paychecks, but they shouldn't be fooled by the temporary reprieve.

No matter what Congress does to address the year-end fiscal cliff, it's already too late for employers to accurately withhold income taxes from January paychecks, unless all the current tax rates remain unchanged, which is an unlikely scenario.

Social Security payroll taxes are set to increase on Jan. 1, so workers should immediately feel the squeeze of a 2-percent cut in their take-home pay. But as talks drag on over how to address other year-end tax increases, the Internal Revenue Service has delayed releasing income tax withholding tables for 2013.

As a result, employers are planning to withhold income taxes at the 2012 rates, at least for the first one or two paychecks of the year, said Michael O'Toole of the American Payroll Association.

If employers don't withhold enough taxes in January, they will have to withhold even more taxes later in the year to make up the difference. Otherwise, taxpayers could get hit with big tax bills, and possibly penalties, when they file their 2013 returns. Video: Breaking down the 'fiscal cliff'

The tax increases could be steep. If Congress fails to act, workers at every income level face significant tax increases next year as part of the year-end "fiscal cliff."

A taxpayer making between $50,000 and $75,000 would get an average tax increase of $2,400, according to the Tax Policy Center, a Washington research group. If the worker is paid every two weeks, that's about $92 a paycheck, on average.

Someone making between $75,000 and $100,000 would get a tax increase averaging nearly $3,700. If the worker is paid every two weeks, that's about $142 a paycheck.

O'Toole said it would take most employers two weeks to four weeks to update their payroll systems, once new tax withholding tables are released. For some small businesses, it could take longer.

"Employers can't really just come up with withholding tables on their own, depending on what the rates are," O'Toole said. "The smaller companies that do not use a payroll processing service probably would have more problems than anyone else."

On Friday, the IRS said it plans to issue guidance by the end the year, though it won't be early enough to affect paychecks in early January.

"We are aware that employers have questions with respect to 2013 withholding," the agency said in a written statement. "Since Congress is still considering changes to the tax law, we continue to closely monitor the situation. We intend to issue guidance by the end of the year on appropriate withholding for 2013."

About three-quarters of taxpayers received tax refunds this year, averaging $2,707, according to the IRS. That gives most taxpayers some leeway to manage their income tax withholding. However, many people rely on tax refunds to pay bills or make major purchases.

"The reality is, the vast majority of Americans do live paycheck to paycheck and that tax refund is their most significant payday of the year," said Bob Meighan, vice president of TurboTax, an online tax preparation service.

Most of the expiring tax breaks were first enacted under President George W. Bush and extended under President Barack Obama. Obama campaigned for re-election on extending the tax cuts on incomes below $200,000 for individuals and $250,000 for married couples. In negotiations with House Speaker John Boehner, Obama offered to raise the income threshold, limiting tax increases to those making more than $400,000. Boehner, who has argued for years that the tax cuts should be made permanent for everyone, responded by trying to push a bill through the House that would have let many of the tax cuts expire on incomes above $1 million.

Many Republicans revolted and Boehner, R-Ohio, shelved the bill, sending lawmakers home for the Christmas holiday and leaving the outcome of talks in doubt as the new year approaches.

If Congress and the White House cannot reach a deal, income tax rates would go up, estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A temporary payroll tax cut that has benefited nearly every wage earner in 2011 and 2012 expires, costing the average family an additional $1,000 a year by itself.

In addition, dozens of other tax breaks for businesses and individuals that are routinely renewed each year already expired at the end of 2011. Congress was expected to renew many of them by January, so taxpayers could still claim them on their 2012 tax returns.

If Congress doesn't act on those tax cuts, businesses would lose a popular tax credit for research and development as well as generous tax breaks for investing in new plants and equipment. Individuals would lose federal tax breaks for paying local sales taxes, buying energy efficient appliances and using mass transit.

In all, taxes would increase by about $536 billion next year.

Playboy Bunny Costume Gets A New Sari-Inspired Look For India (PHOTOS)

Despite receiving a barrage of criticism, Playboy trudged on with its plans to open up clubs across India -- with brand new, modest bunny costumes, of course.

The less-revealing outfits were unveiled in Mumbai on Wednesday and will be worn in the new beachside Playboy Club in Goa next year. Designer Mohini Tadikonda was tapped to take on the iconic silk corset, black tights, fluffy tails, ears, bow-ties and cuffs and translate the pieces into an ensemble that's more in line with India's strict obscenity laws.

Tadikonda's tempered take? He kept the ears, bow-ties and tails, but added a one-shoulder corset top with a bare midriff and a long, sheer skirt. He explained the tricky alterations to the Mumbai Mirror:

"My biggest challenge fell below the waist. At first, I wasn't sure how to work around the hip exposure that is iconic to the American Bunny costume. The upper portion of the bustier was not an issue and I was able to leave that untouched. I knew that the hip had to be covered, so I developed concepts that addressed the questionable area while still allowing an illusion of exposure."

Of course, it's worth noting that these India-specific costumes are the only set specially made to adhere to local guidelines. In fact, Playboy magazine is banned in the country entirely. But don't worry, Hugh Hefner himself reportedly gave his seal of approval on the more conservative duds. Plus, Sanjay Gupta, Playboy India's chief executive, seems to think that the bunny costumes should be the least of India's modesty worries. "If you watch Bollywood films you will see women dressed far sexier and in more revealing outfits," he said.

Gupta did make sure to add one caveat for the forthcoming Playboy Bunny club: "We are clear about one thing: There will absolutely be no nudity."

Whoa, Behance Sold For A Whopping $150 Million! - Business Insider

Earlier today, news circulated that another New York startup had been acquired.

Behance, a community for designers and artists that hosts portfolios, was bought by Adobe.

The sale price wasn't listed, but Om Malik's sources say Adobe spent more than $100 million on Behance.

One source pegged the price "closer to $150 million."

A Business Insider source also confirms that the sale was "9-figures." When asked about the $150 million number we were told, "Something like that."

That's a huge win for co-founders Scott Belsky and Matias Corea, who bootstrapped the startup for its first five years. They raised $6.5 million earlier this year, and there's no doubt the investors involved are thrilled.

It's also another big exit for the New York tech community, sitting nicely between SinglePlatform, which was acquired earlier this year for $100 million, and OMGPOP, which was acquired by Zynga for ~ $200 million.

Japan files complaint against China over steel duties: WTO


Japan has filed a complaint against China for imposing duties on steel tube imports which Beijing claims were being sold at prices below market levels, the World Trade Organization said on Thursday.

Japan had on Thursday requested "consultations with China concerning China's measures imposing anti-dumping duties on high performance stainless steel seamless tubes from Japan," the UN's trade body said.

Japan charged that the duties violated international agreements, in the latest volley in a slew of trade rows between China and its key trade partners that have seen tit-for-tat duties put on a range of goods.

China announced the new duties -- ranging from 9.2 to 14.4 percent -- last month on imports both from Japan and the European Union of steel tube mainly used in industrial boilers.

Beijing insisted the duties were needed since it claimed the imports were being sold at below market prices and causing "substantive harm" to Chinese industry.

China, the world's top exporter, is also at loggerheads with its main trade partners, Japan, the United States and the EU, over sales of automobiles, rare earth minerals and solar cells.

In international trade disputes through the WTO member states must, as Japan did Thursday, always start by requesting bilateral "consultations", which usually last 60 days.

If at the end of the discussions the dispute has not been settled, the complaining party can request the creation of a panel of experts to study the matter. The countries are required to act in accordance with the panel's conclusions.

The whole procedure usually takes several months.

Key issues may persist in Iran-U.N. nuclear talks: diplomats

VIENNA (Reuters) - The United Nations nuclear watchdog and Iran may have made headway in talks on Tehran's disputed atomic activities but important points remain to be settled before a deal can be clinched, diplomats said on Wednesday.

Both the International Atomic Energy Agency and Iran said progress was achieved at a meeting last Thursday towards an agreement the IAEA says would allow it to resume a long-stalled inquiry into suspected atom bomb research in the Islamic state.

The IAEA, in a note to member states obtained by Reuters, said it "expects to be able to finalize" the framework accord on how to conduct its investigation in a new round of discussions in Tehran on January 16 and then to start implementing it.

Neither the IAEA nor Iran gave details on what kind of the progress they made in last week's negotiations.

The talks are separate from but linked to broader diplomacy by six world powers to resolve the nuclear row with Iran before it unravels into a Middle East war, feared because of Israeli threats to bomb Iranian nuclear sites.

Diplomats accredited to the Vienna-based U.N. agency said they believed some issues of substance were still outstanding and suggested a successful outcome was not guaranteed.

A stubborn stumbling block, a Western envoy said, was Iran's request that areas of the inquiry be declared closed once IAEA questions had been addressed. The U.N. agency wants to be able to return to issues if, for example, new evidence arises.

Another lingering issue, a second diplomat said, was Iran's demand for access to the largely Western intelligence documents at the basis of the IAEA's concerns about possible illicit military dimensions to its nuclear activity.

IAEA chief Yukiya Amano has said he was willing to provide documents to Iran "when appropriate". But Western officials say it is difficult for the agency to do so when it has been given the material in confidence and secrecy by other states who may fear exposure of their sources if Iran sees the original files.

IAEA officials "do feel that there is room for optimism" about an agreement, a Western diplomat briefed about the December 13 negotiations in the Iranian capital said. But, "there is still work to be done to get to the final agreement".

Another diplomat in Vienna said: "Differences still remain. We have been here before."

DASHED EXPECTATIONS

That was a reference to a visit to Tehran by Amano in May, after which he said he expected to sign an agreement with Iran soon to unblock the agency's inquiry, only to see it fail to materialize.

The Islamic Republic denies Western accusations that it is trying to develop the means to make nuclear weapons behind the guise of a declared civilian nuclear energy program.

The IAEA, whose mission it is to prevent the spread of nuclear weapons in the world, has been trying for almost a year to negotiate a so-called structured approach deal with Iran that would give it access to sites, officials and documents.

Western diplomats, who often accuse Iran of stonewalling and playing for time in its dealings with the IAEA, said that even if an agreement were to be reached what mattered was how it was carried out in practice.

"We really want to avoid a structured approach that is simply a gateway to further process," one of the diplomats said.

The United States last month set a March deadline for Iran to start substantive cooperation with the IAEA's investigation, warning Tehran the issue may otherwise be referred to the U.N. Security Council.

Iran was first reported to the U.N. Security Council over its nuclear program by the IAEA's 35-nation board in 2006 and then was hit by U.N. sanctions, which have been expanded since.

In late 2011, the IAEA published a report with a trove of intelligence indicating past research in Iran which could be relevant for nuclear weapons, some which may still continue.

Iran's refusal to curb nuclear activity with both civilian and military applications, and its lack of openness with the IAEA, have drawn tough Western punitive measures and a threat of pre-emptive military strikes by its arch-adversary Israel.

Analysts and diplomats say there is a window of opportunity for world powers to make a renewed diplomatic push to find a broader negotiated solution to the dispute after last month's re-election of U.S. President Barack Obama.

The six powers - the United States, Britain, France, Germany, Russia and China - want Iran to scale back its uranium enrichment program and cooperate fully with the IAEA. Iran wants the West to lift punitive measures hurting its economy.

Arming Teachers, School Cops Could Cause More Harm Than Good, Experts Say

A nation shaken by Friday's school shooting in Newtown, Conn., is wondering what to do to prevent future tragedies. Some gun rights advocates have suggested returning to a time-worn strategy in lieu of gun control: keeping up with the proliferation of arms outside the schoolhouse doors by arming those inside.

If the principal of Sandy Hook had been armed with an M-4 carbine, Rep. Louie Gohmert (R-Texas) argued on "Fox News Sunday," she could have stopped the tragedy crucial minutes before the police. She could have "take(n) his head off before he [could] kill those precious kids."

It is an argument using the logic of what critics call the "maximum guns" school of thought about preventing violence at schools. Though schools rarely arm teachers themselves, armed police are a frequent sight inside many American schools. But school safety and child psychology experts surveyed by The Huffington Post said there is no guarantee that putting more guns in schools, even in the hands of trained police officers, will stop rampage killings -- and that increased school security could come at the cost of children's well-being.

While attempts at gun control have floundered since 1999, the year of the Columbine school shooting, the federal government has poured more than $811 million into hiring cops for schools. The number of police on campuses has ballooned from around 9,446 in 1997 to 17,000, according to a March 2010 policy brief from the Charles Hamilton Houston Institute for Race and Justice at Harvard Law School.

The deadly and ever more popular assault rifles widely available for legal purchase, meanwhile, have prompted police to respond with higher-powered weapons of their own. In August, before a public outcry stopped the plan, police in Plainfield, Ill., proposed storing AR-15 assault rifles -- similar to the type that Lanza used -- in secure lockers inside high schools. It was a preventive measure, they said, against a "worst-case scenario."

Bill Bond is one of the few who knows the school shooter scenario firsthand. He was the principal at Heath High School in Paducah, Ky., in 1997, when a 14-year-old opened fire on a student prayer group. Bond came out of his office to confront the gunman face-to-face. He said he has no doubts about how that day would have ended if he had done what Gohmert suggests.

The shooter "stood against a wall and shot eight kids and three of them died. That took 12 seconds. It is fast," said Bond, who is now the specialist for school safety for the National Association of Secondary School Principals. If he had been running toward the shooter with a weapon in his hands, he believes, he would have been shot. "I was able to take the gun from him, but I believe if I had been armed, I would have been dead."

When a former student killed seven people at a high school in Red Lake, Minn., in 2005, Bond noted, the first target he went for was the unarmed school security guard. And against a gunman with an arsenal like Lanza's, Bond said, even a police officer with a handgun would have had little chance.

Many police officers, on the other hand, claim that while they might not be able to stop a determined shooter's first bullet, they can minimize the scope of a tragedy. Their claims may be supported by the fact that Adam Lanza apparently killed himself, ending his rampage at Sandy Hook, only when he heard police were getting close to the school.

"You may not be able to stop the first [shot]," said Kevin Quinn, a school police officer who is president of the National Association of School Resource Officers. "Even in my own school, where I'm sitting in my office 50 feet from the first door, if someone broke in the front door and fired one shot, I can't stop it."

What cops can do though, he argued, is "attempt to minimize the damages, minimize the casualties ... every second could mean several lives."

In recent years, federal support for a program to put cops in schools has slipped. But it is not clear how the program could have prevented tragedies like the one in Newtown, as elementary schools are rarely a priority for strapped cities and towns. According to the Justice Department, over the lifetime of a federal program that supports local police hiring, only around 1 percent of the officers hired went to work in elementary schools.

Critics, meanwhile, say the loss of school policing programs are nothing to lament. In far too many schools, they say, cops have turned what should be places of learning into semi-militarized environments.

"Singular horrible events like this past week make us all upset, but if we look at the data, it doesn't make sense that that's where we need to beef up security in a very expensive way -- not only financially but also at the cost of our children's feeling of security," said Kenneth Dodge, director of the Center for Child and Family Policy at Duke University.

Less than 2 percent of homicides committed against children happen at school, Dodge said. A November 2011 report by the Justice Policy Institute found little correlation between the number of cops at schools and the number of student-reported violent incidents. An article published in the Journal of School Health in 2011, reviewing 15 years of studies of metal detectors at schools, found that there was insufficient evidence to support the conclusion they made schools safer, but plenty to suggest they made students feel more unsafe.

The JPI report argued that police do have another, detrimental effect on the educational environment: They essentially turn every disciplinary offense into a potential crime. And the review of metal detectors found plenty to suggest that they create a climate of fear.

Metal detectors, police officers in hallways, and zero tolerance policies have "been a failure in that they make children anxious, they make schools less welcoming," Dodge said.

Complicating the post-Newtown discussion around cops in schools is that police have said Lanza had "no connection" to Sandy Hook Elementary. He may have chosen to instead target a movie theater or a shopping mall -- like the rampage killers in Aurora, Colo., or Portland, Ore. -- to pursue his deadly ends.

To stop determined shooters from killing children anywhere, Dodge said, "we'd have to put fences up around our school parking lots, and we'd probably have to do the same around shopping malls and parks and everywhere kids go."

That is not necessarily a bad idea, said Quinn of the school police officers' association, who suggested there should be more police everywhere children congregate. "The way things are going now, it sure as heck couldn't hurt," he said.

But Dodge argued for a different path -- one that looks at school safety as a consequence of the larger problems with violence in America. "Isn't it more straightforward to just get rid of the guns?"

Egypt opposition to protest against "invalid" constitution

CAIRO (Reuters) - Egypt's opposition plans new protests on Tuesday against a planned Islamist-backed constitution that looks set to be approved in the second round of a referendum next weekend.

Islamist President Mohamed Mursi obtained a 57 percent "yes" vote for the constitution in initial voting on Saturday, his party said, less than he had hoped for.

The result is likely to embolden the opposition, which says the law is too Islamist, although the second round is expected to result in another "yes", while underlining the deep divisions that have riven Egypt since Hosni Mubarak's fall.

On Monday, protesters broke out into cheers when the public prosecutor Mursi appointed just last month announced his resignation. They said it was a victory for the independence of the judiciary.

But they are unlikely to win Saturday's referendum second round, to be held in districts seen as even more sympathetic towards Mursi's Muslim Brotherhood, which won elections held after Mubarak was ousted in February 2011.

The opposition National Salvation Front said there were widespread voting violations in the first round of the referendum vote and urged organisers to ensure that the second round was properly supervised.

It has called for protests across Egypt on Tuesday "to stop forgery and bring down the invalid draft constitution" and wants organisers to re-run the first round of voting.

In Cairo, the Front plans to hold demonstrations at Tahrir Square, cradle of the revolution that toppled Mubarak, and outside Mursi's presidential palace, still ringed with tanks after earlier protests.

"Down with the constitution of the Brotherhood," the Front said in a statement. "Down with the constitution of tyranny."

The build-up to the first round saw clashes between supporters and opponents of Mursi in which eight people died. Demonstrations in Cairo have been more peaceful, although rival factions clashed on Friday in Alexandria, Egypt's second biggest city.

On Monday, more than 1,300 members of the General Prosecution gathered outside the office of Public Prosecutor Talaat Ibrahim to demand that he leave his post.

Hours later, Ibrahim announced he had resigned and the crowd cheered, "God is Great! Long live justice!" and "Long live the independence of the judiciary!" witnesses said.

Official results of the referendum will come only after the second round, but one newspaper calculated that out of every 100 Egyptians, 18 voted "yes", 13 voted "no" and the rest did not participate, buttressing opposition claims that Mursi had failed to secure real backing.

The closeness of the first-round tally and low turnout give Mursi scant comfort as he seeks to assemble support for difficult economic reforms to reduce the budget deficit.

He will hold a further round of national unity talks with political leaders on Tuesday, but the National Salvation Front is expected to stay away, as it has in the past.

OPPOSITION BOOST

The lack of a clear result in the plebiscite so far has complicated matters for Mursi, strengthening the fractious opposition and casting doubt over the credibility of the constitution, political analysts believe.

"This percentage ... will strengthen the hand of the National Salvation Front and the leaders of this Front have declared they are going to continue this fight to discredit the constitution," said Mustapha Kamal Al-Sayyid, a professor of political science at Cairo University.

Mursi would be likely to become more unpopular with the introduction of planned austerity measures, polarising society further, Sayyid told Reuters.

If the constitution passes next weekend, national elections can take place early next year, something many hope will usher in a much-needed period of stability in Egypt.

To tackle the budget deficit, the government needs to impose tax rises and cut back fuel subsidies. Uncertainty surrounding economic reform plans has already forced the postponement of a $4.8 billion loan from the International Monetary Fund. The Egyptian pound has fallen to eight-year lows against the dollar.

Mursi and his backers say the constitution is vital to moving Egypt's democratic transition forward. Opponents say the document is too Islamist and ignores the rights of women and of minorities, including Christians who make up 10 percent of the population.

Demonstrations erupted when Mursi awarded himself extra powers on November 22 and then fast-tracked the constitution through an assembly dominated by his Islamist allies and boycotted by many liberals.

The referendum is being held over two days because many of the judges needed to oversee polling staged a boycott in protest. In order to pass, the constitution must be approved by more than 50 percent of those casting ballots.
